Much of our toilet work comes out of the 1960s and 1970s housing around Aspley, where bathrooms still run a cistern from the decade the house was built. This page covers suite types, drains, paperwork and water rules, so you know what a new toilet involves.

Toilet Suite Types Compared

Three builds cover nearly every suite on the market:

  1. Close-coupled

the cistern sits directly above the pan.

  2. Back-to-wall

the pan stands flush against the wall, keeping the pipe behind it out of sight.

  3. Wall-hung

the pan mounts on a frame inside the wall, and the cistern hides in the wall behind a flush plate.

A cistern can be swapped on its own when the new one matches the old pan's fixing points and pipe connections. Where the two don't suit, the pan and cistern go out together.

If you're weighing this up alongside other wet-area work, our tap and toilet services page lists the full range, and a toilet repair often buys an old suite a few more years first.

S-Trap and P-Trap Pans Compared

Set-out is where a pan's waste outlet lands: measured off the wall, either through the floor or out through the wall. A new pan couples straight onto the existing drain whenever its outlet sits over that spot. An S-trap pan drops its waste through the floor, and a P-trap pan pushes it out through the wall behind.

Most ranges sell both outlet styles, so the set-out picks the pan, not the other way round. Where your chosen pan misses the drain, we pick one that suits or alter the waste pipe to meet the new suite. That second option changes the job's category, which brings on the paperwork.

Toilet Installation and the Form 4

Queensland treats toilet installation as work for a licensed plumber, and the paperwork splits two ways. A new or relocated toilet in an existing building is notifiable work. Replacing an existing toilet is minor work.

Notifiable work needs no council permit, but the plumber has 10 business days to lodge a Form 4 with the QBCC after finishing. The QBCC audits lodgements and treats a missing Form 4 as an offence.

Not sure which category your job falls in? The QBCC's online questionnaire for notifiable work settles it.

Minor work still needs a QBCC licensee, just with no permit and no Form 4. Changing the waste pipe counts as notifiable work in its own right, so a pan with a different outlet changes the category even when the toilet stays put.

The QBCC's unregulated list covers exactly three toilet items: the drop valve's washer, the float valve's washer and the suction cup rubber. Anyone with the right skills may replace those, and even that work has to meet the standards.

Flush Volumes and Star Ratings for New Toilets

A dual flush toilet gives you two buttons: a short half flush and a full one. Every toilet and cistern installed in Australia carries WaterMark certification and registration under Australia's water-efficiency labelling scheme (WELS), with both marks on the product.

A brand-new dwelling, whether house, townhouse or a sole-occupancy unit in a multi-unit block, needs a dual flush pan rated 4 stars or better. According to Business Queensland, renovations sit outside that rule, so a straight replacement in an older bathroom is your call.

Rentals run on a separate test before an owner may pass the whole water account to a tenant. The test asks for a dual flush pan, with the full flush at or under 6.5 litres and the half flush at or under 3.5 litres. The average, worked out over one full flush with four halves, sits at or under 4 litres.

Suite Type, Set-Out and Access Behind the Quote

The quote reflects five drivers:

  • the suite type
  • whether the new pan's outlet sits over the existing drain, or the waste pipe needs altering
  • whether the toilet stays put
  • how easily the supply and waste can be reached
  • the Form 4 lodgement and fee when the job is notifiable

No dollar figures here, because those drivers move the price both ways. A wall-hung suite on a fresh frame costs more to install than a close-coupled swap, and a pan that misses the drain adds waste-pipe alterations. The fixed quote settles the number once we've seen the job.

Where the work is notifiable, the licensed contractor lodges the Form 4 and pays the fee, and may pass that cost, including administration, on to you.

Old Cisterns and Comfort Height

Houses back from Zillmere Road and across the older streets mostly date from the 1950s to the 1970s, and a good share of those bathrooms still run their original single-flush cisterns. Swapping to a modern dual-flush pan cuts a household's water use at a stroke. It counts double for owners who rent the place out, because the rental flush test has to be met before the full water account can move to the tenant.

The suburb's age profile skews older too, with a median age of 43 at the last census, so we're often asked about comfort-height pans. These stand taller than a standard pan and suit anyone who finds a low seat hard on the knees. If you're refreshing the tapware at the same time, our tap replacement page covers the options.

Toilet Installation Questions Answered

Call (07) 3524 7137

Can I install a toilet myself in Aspley?

No, Queensland treats a new toilet as work for a licensed plumber, so a QBCC licensee does the connecting. The QBCC's unregulated list lets anyone with the right skills replace only a cistern's drop valve washer, float valve washer or suction cup rubber, and even those jobs have to satisfy the standards.

What WELS rating should a new toilet have?

A brand-new dwelling, whether house, townhouse or sole-occupancy unit, needs a dual flush pan rated 4 stars or better. According to Business Queensland, renovations sit outside that rule, so a replacement in an existing Aspley bathroom has no minimum. Every toilet still carries WaterMark certification and WELS registration.

What is the difference between an S-trap and a P-trap toilet?

An S-trap pan drops its waste through the floor, and a P-trap pan pushes it out through the wall behind. Whichever outlet the existing drain takes decides the pan that fits. Most ranges sell both styles.

Can a toilet be replaced without moving the pipes?

Yes, whenever the outlet on the new pan sits over the existing drain connection. Where it does not, we alter the waste pipe or pick a pan whose outlet suits, and changing sanitary plumbing counts as notifiable work. The pipe inside your boundary is yours; Urban Utilities looks after the sewer main.

Can just the cistern be replaced on a toilet?

Yes, when the new cistern suits the old pan's mounting points and pipe connections. Where the two do not match, the pan and cistern go out together, and a straight swap counts as minor work with no Form 4 if the toilet stays put.
